  • Public school employees who are responsible for running the schools on a daily basis
  • Cooperative hospital service organization employees
  • Civilian faculty and staff at Uniformed Services University of the Health Sciences (USUHS)
  • Employees of Indian tribal government-organized public school systems


Ministers may also be eligible if:

  • They are employed by Section 501(c)(3) organizations.
  • They are self-employed and treated as employed by a qualified tax-exempt organization.
  • They are employed by organizations that are not Section 501(c)(3) organizations but function as ministers

ADVANTAGES OF A 403(b) PLAN

Enjoy the following benefits if you’re 403(b)-eligible: 


When you withdraw from a regular 403(b) plan, your earnings and returns are tax-deferred until you reach 59 1/2. If you withdraw before then, you'll have to pay a 10% penalty.


Teachers' 403(b) plans have shorter vesting schedules than 401(k) plans, so you'll get your money sooner.


Teachers can contribute an extra $3,000 a year to 403(b) plans if they've been at their current job for 15 years or more.


Some employers match contributions made by teachers with 403(b) plans. This isn't available for everyone, and the amount varies.
